Do velocity controls enabled by Commando Mode set global or per-user limits?

Spend controls are always applied on a per-user basis.

For example, if you set a velocity control to activate during Commando Mode with a spending limit of $100 per day, each user affected by that spend control can spend up to $100 per day.
